Mr. Marshall does not know much about black or white tie. Traditionally speaking, black tie means a “semi-formal/after 6 o’clock” event that requires a tuxedo and black bow tie. White tie is an entirely different dress code that has nothing to do with the colour of the jacket. You mostly see white tie attire at formal dinners with dignitaries and world leaders.

I have seen the odd ruffled shirt lately, but never actually wiith a black bow tie it’s always been open (like a pirate) or once with a cravat ( like Mr darcy from Pride and Prejudice).

Traditionally, BLACK tie was worn at a gentlemen only function (at the club, sportsman’s dinner etc).
WHITE tie was worn when there were ladies present.

His advice sounds like “black tie American style”. All he needs is a pimp cane to go with that velvet notched collar suit. That ruffle shirt is worn in circuses and proms, but you can’t call that black tie.
These days, very few people understand how to dress correctly for a black tie event. Even our president and Hollywood guys get it wrong when they mess up on the details which actually count the most. You can’t slap on a regular suit, white shirt, bow tie and think it’s really black tie.

Most tuxes have the pretied bow ties and ties, they are buttoned in the back, just to make them look perfect.
