Semi-Formal Attire?

I plan on attending a wedding reception. The attire is semi-formal. I want to be comfortable and do not wish to wear a dress. Can I wear a black knee-length skirt and a crisp white shirt (or silky white blouse), black heels, pearls, and carry a black clutch purse and still be appropriately dressed?
The reception is at a fine hotel in the capitol at 6:30 p.m.
.
Cocktail dresses are NOT semi-formal – much to short.
The look I’m going for is Grace Kelly in a black pencil skirt with a crisp, stiff collared shirt and pearls. It should be hardly what one would wear for cocktails.

that sounds nice.. a blouse would be more feminine and great looking if it has a bit of cleavage to show off the pearls… Sounds you know perfectly well how to dress appropriately…. Also you can wear these outfits again and combine with different other items of clothing…. so it’s better than a dress…xx I believe black and white are great because it means it’s not just for this occasion.. you can wear it on other occasions with pastel colours or pinks or red or blue depending on your eye colour hair colour and skin complexion.. and black and white are timelessly elegant and classics…xxx you can’t go wrong with that combination xx
