What is appropriate formal attire for a teen/young adult?

For events such as scholarship acceptance ceremonies, and other formal events, what is appropriate for a teen/young adult? I have black dress pants and blouses, but I want to know more about wearing a dress to an event.

A simple black dress would be appropriate. A neckline that shows no cleavage, short or long sleeves, and one the hits right above the knee or longer. It doesn’t have to be plain, but to maintain modesty, keep it simple.
I think a black floaty dress, not too short and not too fitted, would be perfect. You don’t want to look like you are going to a nightclub, but still should look fashionable and thoughtfully dressed
