I have a semi formal event to attend for a sorority and have no idea what is considered over or under dressed.

Suit and tie is semi-formal. Formal is a tux.
Those are the traditional definitions. These days, some guys are going to interpret semi-formal as any number of things. I can guarantee there will be at least some guys with a suit and tie on. It’s a classic look that never gets old. If you end up feeling over dressed, you can take off the jacket and tie and undo the top button or two of your shirt. You can make it even more casual by rolling up your sleeves.

something like that would be perfect.

Nice pants…khaki’s or dress pants.
A sport coat/jacket
A tie (optional if your shirt is nice)
A nice button down shirt, tucked in
A good pair of shoes (leather, your nicest sneakers if you’re the typical poor college student)
That’s the basic equation for a semi-formal. The tie is the finishing bit, but the jacket is the most important. A well fitting jacket makes a man look so much better and fitter than some sloppy one.
Best of luck!
